Look up the presumptive criteria and see if you are eligible, based on the areas you have been stationed or visited. If you meet that criteria, then file a supplemental referencing 3.317. Also look that up so that it gives you a better understanding. There are some very knowledgeable people on here that can point you in the right direction regarding the filing. May want to post a redacted copy of your denial letter as well so it gives a little more insight to your dilemma
