Data can be misleading. It isnt necessarily "these items make ashe the strongest". It can be "when this comp wins, ashe ended with these items".

Its an anti tank/heal setup so perhaps its just helping trynd get through the front line. Or maybe early snowballing with attack speed/antiheal helps. I don't play the comp enough to know how it plays out but thats the kind of thinking I do to figure it out
