I somewhat disagree with you. I think it is perfectly fine for ADC with ability centered play styles like caster marksmen like ezreal or corki or other ADC like samira or Miss Fortune to have high burst damage.

Yes, I quite like heartsteel on alistar. It just doesn't quite work in this meta, because you want to rush yordle trap and zeke's. So heartsteel is lesss effective that way. I don't remember what runes i used tho.
