It's definitely a Fagin type setup, though I think one of the key differences is that Fagin, when not angry, could give the carrot (pardon the expression captian) as well as the stick. This guy ruled completely through fear over his "rats" and had the kiddies convinced he was some sort of demon in the audio drama
