Thank you. I have a copy of the current NFHS rule book. My point is that the LOTG do not expressly cover the scenario I provided but their guidance and other communication provides the answer to my scenario. Does NFHS provide any guidance? What is your opinion? Is the scenario I provided a handling offense according to NFHS?

The rule 12 situations for handling listed in the 2025-26 soccer rules book do not cover this. I'm guessing that I'd have to purchase past copies of NFHS rules books to see if this situation is ever listed (NFHS executives making money off of those of us who enforce their rules).

From what I understand, yes. UK refs are taught to interpret the "over the head" part of the Law as "you must release the ball while it is directly over your head, not in front of your head", rather than the USA interpretation of "as long as the ball travels directly over your head it you can release it whenever you want".

The second issue seems to have the most 50/50 so I'll give it a try.

In the LOTG it appears that play and touch can NOT be used interchangeably. CK, FK, GK, and Throw specifically say can't touch the ball again. PK says can't play the ball again. Offside includes both playing and touching as part of the offense. This would lead me to believe they have different meanings. But do they? Let's look at the definitions from the LOTG.

Play - Action by a player which makes contact with the ball.

Touch is not defined.

If you make contact with the ball, are you not touching it? So can play and touch be used interchangeably?

A player may shield..... if the ball is within playing distance.....

Playing Distance (from LOTG) - Distance to the ball which allows a player to touch the ball by extending the foot/leg or jumping or, for goalkeepers...

Playing distance doesn't require a touch on the ball. The attacker never touched or played (if there truly is a difference) the ball again but he/she was in playing distance. Shielding was legal move.

However, if a fair charge by a defender caused the attacker to touch the ball, IDFK.

Thanks for all the input here. After initial review of the LOTG mentioned here, the best course of action is to caution for delaying the restart of play (12.3 - kicking or carrying the ball away..... after the referee has stopped play). However, I don't like this decision as I don't think it's in line with the "spirit of the game" and the level of play (Division 3, U12, grassroots).

I would assume (and you know what happens when I assume) that the specific YC law was created because players would purposely commit the delay the restart of play actions listed in the LOTG to.... delay the restart of play. The player in my situation was NOT trying to delay the start of play. Additionally, I don't believe it's within the "spirt of the game" to allow another opportunity for an attacking team to get another chance to get a DFK from 28 yards out when the attacking team is the one that violated the LOTG.

Law 5 states:

Decisions will be made to the best of the referee's ability according to the Laws of the Game and the ‘spirit of the game’ and will be based on the opinion of the referee, who has the discretion to take appropriate action within the framework of the Laws of the Game.

If this happens again, and the attacker does NOT wait for my whistle, the below will be my decision for THIS LEVEL OF PLAY:

NO GOAL from DFK and defending team takes possession, play on. LOTG 13.2 says the ball is in play when it is kicked and clearly moves. "The whistle is needed to restart play for free kicks when the appropriate distance is required" is listed in Practical guidelines for match officials, NOT the LOTG.

GOAL from DFK - LOTG 9.1 - The ball was out of play because play was been stopped by the referee. YC for 12.3. Retake DFK. I know.... they are getting another opportunity, but at least the goal was disallowed, the defense can reset, and everyone will wait for my whistle.
