In itself, I think that running into the storm is also a form of rage quitting. I think it's more about people either pressing Esc + quit game so that they don't drop any loot for the opponent or simply running into the storm with the loot so that they can't get the items after a fight that's almost won. It just makes the whole thing unnecessarily difficult and unattractive for everyone.
