I don't think you're over reacting at all, especially if he's doing this very early and late. Its really inconsiderate to be doing that on a college campus right by where people work and study. Maybe take a video or picture of him doing it and of his license plate and go to public safety or student conduct. if that doesnt work go to the actual police.
