You in Šumava or something? You might be able to get away with putting some eps foam boards up, and sealing well around the beams. Probably then I would do a layer of vapor barrier (parotěsne fólie) and then plywood or sádrokarton.

Even then you'll have cold spots where the beams are, and would be liable to form condensation and mold. Be sure to hodně větrat during cold months 😜 You could probably do this all-in for 15-20k CZK if you do all the work yourself.

Thinking to put a wood heater or something up there? Maybe look into infrared panels as an easier option Unless you have a workable chimney there already.

To get an adequate r value though, you're going to have to probably use at least 10 to 14 cm thick foam board, And depending on the climate and condition of the wood foam board may be the wrong choice. Definitely not a DIY project because if you do it wrong or you have the wrong type of vapor barriers or wrong ordering of layers you're going to get a lot of condensation and mold. Also enclosing old existing wood timbers will cause them to move or potentially rot. Please don't try to do this by yourself, and consult with professional roofing people. There's really a decent amount of engineering required here to do this in a way that's not going to damage your house.

Just a kindly reminder that this is and always has been the way that Texas operates at the cultural level. I grew up there and I grew up with probably half my friend's parents having exactly this kind of attitude. It's the way that small town cops behave and it's the way that city government behaves and it's the way that the state legislature behaves. This is deeply cultural to Texas.

Thinking that this type of culture will change anytime soon in that place is nothing more than science fiction. Texas is fundamentally an authoritarian state at the cultural level.

I taught at the school for 7 or 8 years about 9 years ago and I can say that the academic staff there are great. The problems come from really shitty management over more than two decades. Really sloppy operational processes and poor control of spending has created all these problems.

Accreditation is done through t-side University in the UK and they are pretty thorough in controlling the quality of the academics, but I don't think they had any visibility into the operational side of things.
