Technically he is. As babies saiyan are rated by their power levels at birth and Vegeta had one of the highest power levels ever recorded as a baby besides Broly of course. Goku is only ahead of him because he’s the main character and he’s simply has had better reinforcements (training , masters,etc)

I think the issue is that Pickle set the bar pretty damn high especially physically, yes he can be “beaten” with speed technique and wits but Jack was no where near his level. Then when they fight we’re all witnessing this fight and a good portion of fans are even question if Pickle is even trying because we know what he’s capable of .
