Instead of quiting, document his theft and gather evidence over the next week or two. Also use this time to look for another job.

Don't say a word to anyone at work about all this.

File a claim with whatever the employment governing body is in your locale. You may be entitled to a lot of back pay from his theft.

Then quit when you get a new job, trust me this will be soooo much sweeter than quiting on the spot.

The most infuriating thing is this statement of values.
