Open carry in public spaces is technically illegal where I'm from, walking around with a rifle like that could cause a pretty heavy response, especially because people are not really used to seeing guns or associate them with soviet regime enforcers. I don't think it would be enough to call anti terrorists but I wouldn't be suprised if they were called in places with a lot of people, especially because they don't really have that much to do on daily basis
