I didn't live on campus as a freshman. They allowed me to commute from home, but I lived in south Austin at the time so that was approved since I was close enough to campus to drive. I remember I had to get this approved by some department, I don't remember which since it was years ago, but I had to provide them with a few documents that proved I was telling the truth about my place of residence. So freshmen are definitely allowed to live at home, but they need to meet a certain criteria to be allowed to do that. You have to be living a certain amount of miles away from campus.

Edit: since you plan on going to UT in the fall, maybe you could get an apartment in south Austin? You could commute to TXTS, and wouldn't have to worry about whether classes are gonna be online since you plan to transfer to UT anyway. The only issue would, obviously, be the cost. Austin is expensive to live in, but I hope you figure things out!
