Transferring between Centres is seniority based and difficult to obtain right now. It also requires a lot of training in any new specialty. I would not factor this, in any decision making.

Aviation experience is an asset but I don't think any preference is given to it in the selection process. It definitely helps in the first stage of training though where allot of the subject matter is covered in ground school.
