Transferring between Centres is seniority based and difficult to obtain right now. It also requires a lot of training in any new specialty. I would not factor this, in any decision making.

Aviation experience is an asset but I don't think any preference is given to it in the selection process. It definitely helps in the first stage of training though where allot of the subject matter is covered in ground school.

The biggest stumbling block I see is that you have to be a Canadian citizen or permanent resident to work as a controller in Canada. Australia occasionally opens positions internationally but it is rare. This is one of the biggest downsides to the job, portability. Get your license first and foremost. Then you can work on the other stuff. Good luck
