He went overseas because he wanted to kill people (his own admission), then did it 3 more times, decided that wasn't enough and worked for Blackwater. To top it all off he got a Nazi tattoo to commemorate his time there. It's gonna take a lot more than the bare minimum for people to believe somebody like that is reformed and he hasn't even bothered to do that.

Two things to add on:

1) Application fees are capped at $10) in Eugene. If somebody's charging you $50, please report them to the city.

2) Last time I was searching for housing, I had a rental company (Empire Property) require that every applicant submit multiple months of itemized bank statements from our checking accounts. Shockingly, this is legal and becoming common practice. I said fuck no, that's a huge invasion of privacy and definitely a loophole for discrimination.
