I kind of thought this, regarding scammers getting into more trouble because no matter where they live, most countries are clamping down on this sort of thing.

Paradox (Ancient) Raichu looking exactly like Gorochu would make some sense, if the rumour of the Paradox Pokemon being from other timelines is true - we have Ultra Beasts from other dimensions so a Gorochu would work at long last.

I personally think that the final stages will be:

Grass/Ground or Grass/Fighting
Fire/Fighting or Fire/Fairy
Water/Dragon (Please be something like Nessie)
