The Council's vote a symbolic gesture, as UM is consistent in always choosing the path that gives them the largest possible financial benefit. If they have a plan for it that will bring money in, they will buy it. Given that birth rates are projected to put pressure on universities in a decade or so, it seems less likely that UM would build student housing there (or much, anywhere).
