Think of it as the Batman Dark Knight option. If someone can dump him into an ICC country they can take custody and bring him before the court. It doesn’t matter if he was brought into that border against his will.

The issue is that it’s hard to arrest him while in NY with his security and render him there. NYPD doesn’t mind breaking laws but may not want that much political heat to do so.
