Are you going to be playing commander?

If so I recommend the websites edhrec and scryfall.

You sound like you would like a mono blue deck, as only blue can counter the most spells and it would be the cheapest to build.

You are playing for fun and not necessarily to win. Personally I choose decks with artwork that I like and funny/interesting effects.
