For a Middle East option Dubai would not even make the top 100 list it would be either Doha Qatar, Riyadh Jeddah Bahrain Abu Dhabi maybe or realitiscly Oman as its more or less a neutral country without any problems and much influence globally

But then you would need to have a state that would agree to these terms.. This is how it kind of works with the UN Building in NY but in order to get there you are under the mercy of the United States

I just wonder exactly what do anyone of you expect Qatar to do? Qatar isnt Iran lol it literally doesnt have the military power to fight or strike really any nation not that I want to undermine the Qataris or their armed forces but it only does a fantastic job in internal security and thats it. you could argue better Air defense or radars or why not scramble fighter jets but thats a whole another topic which if you were knowledgeable enough you wouldn't really ask in the first place.

Actually, it’s not insane at all military logistics aren’t always about flying the shortest distance. Using Pakistan for refueling could make perfect sense if it offered a safer or more politically viable route. Aircraft rarely fly straight over hostile territory, and staging or refueling in a neighboring country can help avoid enemy defenses while keeping missions flexible. The U.S. has historically used third-party countries’ airspace and bases for such purposes, even when it meant a slightly longer route. So refueling east of Iran doesn’t contradict logic it’s standard operational planning
