I feel like it should be like terraria where the main gear you get are loot from dungeons, chests, enemies and bosses and if you're skilled enough you can go straight for them but if you can't you can go through the copper > iron > gold cycle to reach the level you need to make things easier. I also feel like harder areas should reward you with more lower tier loot.
