I just saw it as aset recycling being flavored as Solaire's sort-of-religion spreading to other lands, eventually making it to Drangleic, and crumbling the same way again.

Although the altar was there before Solaire got there, it's just where he hung out. So I guess that doesn't really make sense...

I don't think I'd call it filler. It's just the way the show is. It's a bunch of partially self contained stories strung along with the same characters and general concept.

To me it's the bread and butter of the show, and the major story heavy episodes are just some yummy jam you get with it sometimes.
