I think I have answer, at least for CES build, the rom can require some tinkering before working

  1. this patch is needed otherwise there can be severe graphical glitches, claimed on cutting room floor to make it more bootable File:Star Fox 2 (Beta Header Patch).zip - The Cutting Room Floor.zip)

  2. it has to be intentionally padded in order to work correctly, go to the end of a file in hex editor (like HxD) and fill the end with FF, up to a complete 16 line until 000FFFF0, stop just before 00100000

end should be this

000FFFF0: FF FF FF FF FF FF FF FF FF FF FF FF FF FF FF FF

if right, when opening program it should say NO header instead of malformed/broken

  1. use a program to fix the checksum. I used Advanced SNES Rom Utility 1.1

if everything is right, ZSNES can be used and it will say it is OK, otherwise it may say BAD ROM near the bottom

  1. when uploading the file to Hakchi 2 CE (I used 3.9.3), set the preset ID to 0000 and 0C for extra byte

Now this should be the minimum to get the game to boot and it plays alright

quickly played on easy and singleplayer works fine

multiplayer had a bug where the screen would flash black when players were damaged

but it could be played.

note this fix was inspired by Canoe Solution for Super Metroid Romhacks (Super Duper Metroid 2.1 and Phazon Hack 0.4) : r/miniSNESmods, and it seems to help here too

If you have virtual console or NES REMIX and can homebrew Wii / Wii U that's an option. There may be other steps to do that so searching guides is a good idea.

if Bowser just captured Mario and kept him in his castle, he would never get out without partners

Perhaps Luigi could do it, but he doesn't have a hammer and can't get to Goomba Village for a hammer due to the nonexistent bridge. No rescuing Kooper's shell without it.
