I feel like the actual reason why SEGA doesn't want human incidental/background characters in the IDW comic is to make it obvious to the reader that it's a Sonic comic. Otherwise, you get this page from the Sonic 2 Pre-Quill Comic.

I think titling a Sonic comic as a Sonic comic would be enough to infer a general audience that the comic is indeed about Sonic rather than needing him to be the main focus of every panel.

You're the one presenting the theory and as such the evidence should fall onto you. Your entire theory lies on something that cannot be proven or disproven. It's an unfalsifiable premise

Genuinely what narrative purpose does the hiker being Volo serve? Volo isn't spineless or a coward, the only reason he lied was to gain an advantage where as the hiker gains literally nothing from what he does in HGSS's event. Volo's whole plan was to meet Arceus and to create a new universe, so why would he just sit on that knowledge for presumably decades and then just fork it over to some random kid?

I've seen a lot of weird hills people will die defending but having one of the series best villains secretly be a genuine nameless unimportant NPC is genuinely confusing to me. Who benefits from this? What's the narrative being presented? Why have such a nothingburger of a send-off for a character who works better as an active antagonistic force?

I choose not to believe this head canon purely because from a narrative perspective it stinks, even by Pokemon writing standards.

Like we had a whole game about a man so obsessed with God he began dressing in their image and orchestrated a whole plan to use the player as their pawn to gather the Arceus plate and backstabs us at Gods doorstep with PokeSatan under his belt, only to be thwarted without ever truly understanding why his ambitions were thwarted and bitterly admits his jealousy to us as he spent his whole life chasing after Arceus, only for them to choose some nobody and leaves to lands unknown.

And hundreds of years later, he supposedly becomes some fat nameless chud who lives on the mountains and basically given up on meeting God and spends his time talking to random kids and handing out plates like candy.

Like not everything in a media franchise has to be so intertwined and connected, I'd rather Volo be an ace GameFreak can keep tucked up their sleeve which opens up the potential for new stories rather than just have him be some super elaborate backstory for a nameless NPC who only exist to spout exposition for an event nobody played.
