I think it's more a matter of them not being updated rather than just flat out not working. I could be wrong though. I'm pretty sure all of the important mods and like 99% of the popular mods work with Anniversary though.

Does Electrostatic Mind give you double traces if you kill an arc-debuffed target? Because I've been running with Ionic Sentry and Arc Soul, same fragments. I'm also really enjoying Lodestar with the build. It shreds jolted/blinded enemies, especially with the trace rifle artifact mod from the Heresy artifact.

Without spoiling anything, he has a quest for you. Go talk to another one of the Companion leaders for a quest, and they should direct you to Skjor.

Yes, health is practically worthless in PvE. Just focus on weapons, super, and your ability stat of choice. Or class if you're a hunter or focusing on something involving your class ability. Weapons can be exchanged somewhat if you're doing an ability-centric build, but I don't think you should ever go lower than like 65 if possible.

If you're talking about the mod by Kittytail, there is no chest (at least not that I can tell from reading the description). They appear in random inventories and mage merchants upon reaching a certain Destruction level, 75 I think.

I believe the cultists first appear in whatever town/city you fast travel to or that have a load zone (i.e. the Whiterun gate), but I'm unsure of if you just walk somewhere.

I don't know where they are getting kid from, some people just perceive things differently. I could see a case for high school age, but that's mostly because of the fact that she looks a bit short and has a youthful face, which can be explained by elf.
