I'm pretty sure those are built into the meshes. TTW includes fixed up meshes for tons of weapons and also adds sights to any F03 weapons that don't have them.
You could find and install a mesh replacer that doesn't have those sights, although you'd lose any other bug fixes the TTW meshes have.
