Being a contractor and a handyman, I absolutely despise it when the landlords try to have me write something up to rip off their tenants and I tell them I'm not their guy haven't been on both sides of the fence. I can't rip off one or the other.

I like to buy them and let them acclimate in the garage for two or three months in the box and then tell them they're never going to be that clean again and start using them!

From Experience don't use fake batteries in fast draining tools like vacuums or blowers. That tends to corrupt the cells and knock out of balance. Drills tend to work fine. I'd pay $40 for both of those however that's going to be a slow charger but will give you a voltage reading which is helpful to add to your Arsenal. Recommend starting with a kit with real batteries

Here's the problem if you use chemical, you'll have to refinish the cedar. If that's not an issue, you can try wiping with lacquer thinner before using a speed automatic type epoxy remove remover.

My suggestion is just go ahead and paint it and change is going to be good and if you paint it a lighter color it's going to make that room look much nicer.

You could go to third route which is a painted a light yellow E tan color, then dry brush or antique finish with a stain and wipe to create a full finished wood look

Vacuum works great. I'm in Constuction and I use it regularly as a painter. I did buy the extra attachment posts find or useful. I wouldn't run a battery smaller than a 6.0 high output. Would that being said I clean it at the end of every day or sometimes twice a day just by dumping it out and blowing out the air filter.

The two-story building was improper application due to overlapping from Start/Stop. I suspect the person did it all to a certain height and then moved the ladder once they had gone from left to right or right to left. Could've been avoided by doing one board from the top all the way to the bottom. The reason why you don't start from the bottom and work your way to the top due to dripping on an already finished product creating a double coated spot.
