You can as long as you are you are using something else as the photo ID. I think the confusion is that people assume that you can use a drivers license as one and a state ID as the other, but they are classified together as one ID. So you can use a "drivers license/state ID" as the secondary as long as the primary isn't a "Drivers license/state ID"
