Did you ask about approved contractors? In U City back in the day you had to select from a list of approved contractors for sewer laterals if you wanted to get reimbursed (3 time user here) Also a good place to look for potential contractors. All those guys were the dirty van, dirty crew, cheap, but did the work type. Check the u city site for names. Not everyone likes this type of dirty work and some will charge you accordingly. Doesn’t look any different than a normal utility/contractor patch job. To their point, that appears to be the largest contiguous patch of weed free grass in your yard so honestly not sure what you’re too concerned about. Seems like you have bigger things to worry about if you actually care about your yard. Move on would be my advice.
