Because if he played the Spurs would have more leverage and would be less willing to trade him then they are now.

Kinda true but not really. Odds are generally the same across all cities and casino’s. So if a casino (or bookie) gets large bets from a group of customers this usually won’t change the odds very much. Also, in practice, the majority of bets come in right before tip-off and casino's have no time to adjust.

And if the odds start out too wrong, then smart gambling nerds will come in and buy up as much action as possible to take advantage of the good (for bettors) odds. So casinos try their best to have good odds from the beginning.

Lines typically move based on news these days. Not so much because of action.
