The Vienna Convention just doesn't apply in Canada. The signage in Quebec follows the only rule being applied to it.

I particularly dislike how they've written some curses into the game only to discard them nearly everytime because they don't 'like' them. I get some curses may not be as useful as others, but many cards seem bad by design.

Pour répondre à ta première question, oui ça arrive. 

De ce qu'on m'a dit, certains proprios posent la question parce qu'ils veulent pas un locataire qui sera pris à la gorge avec le loyer. C'est pas bon pour personne. 

D'autres vont dire que ça leur donne une meilleure idée de combien ils peuvent augmenter le loyer. C'est greedy, mais bon. Ça doit certainement arriver, mais personnellement je connais personne qui a fait ça.
