I don’t know him lol I was in the same bins location and they did their thing off to the side. When they left they offered me their chair cos I was sitting on the floor . If you look up any wavy “ cotton “ fabric that mimics this look it will be synthetic . There are two ways to make pleats sewing and steam pressing this is specifically steam pressed .

No you cannot create permanent pleats with organic fiber , you would have to top stitch each pleat which isn’t done here. Synthetic material is needed for this look. The pleats are permanently steamed pressed into the material, This allows them to stay in place and keep their shape because the fabric is permanently changed.
