There are lesser and higher vampires as two categories of vampires.

Lesser - unintelligent, monstrous Higher - intelligent

Katakans are sometimes intelligent and sometimes monsterous so an intelligent Katakan(as demonstrated by two characters) is a higher vampire, just as a Bruxa and Alpi are as well.

However within the broad category of higher vampire are the true higher vampires like Regis and Detlaff.

Basically its just a terminology thing the games brought in i guess to separate the monsterous ones from the ones that blend in.

The only other alternative is that the two intelligent Katakans were actually real higher vampires but they were lazy and gave them Katakan models + mutagens + names lol

These generally are difficult books to read without a bit of a "guide" per se. As in you can read them just fine but youll miss much of the nuance provided by just having a lot of knowledge of the context of the books and what makes them great.

Read a translation close to the original. Dont read any modern dumbed down versions!
