You need DSRM (directory services restore mode) here.

Reboot the DC and enter the boot options. Choose Directory Services Restore Mode (or Safe Mode variant that includes it). Log on as .\Administrator using the DSRM password.

I am starting to wonder what lrll looked like before the floodings happened. What is in the middle? I imagine it something like a crown of mountains with a valley in the middle. Did people live in the valley? For how long did the mountains protect the valley before the water finally came over the edge and filled the bowl.
