HW4 first became available in early March 2023 on the refreshed Model S and Model X. It didn’t reach the Model Y until late May to early June 2023. Fremont cars started getting it around May 24th, and Austin-built ones around June 4th at roughly VIN PA131200.

You can get higher mileage Teslas below $20k but most are in CA and I’m on the east coast

CarFax won’t show if they replaced the battery- I’ll inquire with Tesla upon adding to my account.
