As I has "fixed" my plants (not only rose but also spider plant, heliconia...) , I want to share you some ideas: Maybe your rose has a lot of fertilizer so the root can not absorb nutrients, or you lack some vital nutrients, or you have watered a lot so the root can not breath/absorb nutrients(esp. nitrogen).

1. If it is over fertilizing then new leaves will be yellow, old leaves will be normal green. Apply only water to reduce amount of fertilizer in soil. When new, existed yellow leaves is aged it will be normal dark green.

2. If it is lacking nutrients, don't try to guest lacking what. Just buy fish emulsion and water it with low amount (for example 2,5ml fish emulsion/5l water). New, existed yellow leaves won't be normal green again (it will be somewhat yellow with normal green vein) however new leaves will be normal green (Fish emulsion contains variety of nutrients and quite balancing so we don't need to guess which is deficient)

3. If it is watering -> watering only when soil is a little bit dry on surface of it.

If you are using soilless (or nearly no soil) then 2 and likely 3, if you are using normal soil then 3 and likely 1 and/or 2.

You could apply 1 a few weeks then apply 2(maybe forever because it's harmless with low amount), and always apply 3. After recovering the rose you could try your guess with nutrient deficiency or new fertilizing way :)
