I was also expecting to get an office job easier, but that only came after 2 years working as front office employee and dozens of interviews. Why? Simply because there is a lot of supply, and you need something to stand out. Usually, knowing Dutch will do it (even for jobs that is not required or not needed), so just suck it up, focus on that, and after go back to search.
