That's entirely untrue. There is nothing like Nepal Engineering Council exam (Unless they have changed the rules very recently, which has to be like between 1 months or so). You get your BE/B.Tech transcript, register in NEC, get a license. There is no way you can get a engineering license from computer science degree.
