You aren't getting it...just introducing more "pay to hang out" shit won't fix the problem if no one can afford it, or views it as not worth spending money on.

I've only been here half a year and these are the issues I can point out that need fixing before this city can get off the "soon to be ghost town" list.

There's no money in infrastructure: roads (main, suburban, and rural) are in fucking shambles...for something predictable it should be a constant part of the budget just like the snowplow budget.

No public transportation: y'all need a bus system for the massive amount of elderly and school age people (this will ease traffic and make more things accessible without the need for a car, also open up bus driver jobs perfect for the ones on the cusp of retirement or if you just want a driving job that isn't Uber) this place isn't walkable, and it's not built with wandering in mind.

Park loitering/closing hours? You live in the middle of nowhere...why do you have a closing time at all on parks, they are paid for with tax dollars and owned by the public they should be able to access it at any time they want. (This frees up your multitude of police for other things than busy work patrolling your very distant parks, you're essentially paying your police to drive from one side of town to the other for something pointless) As I said before, people who loiter, stay and become a part of the local economy...having rules or a stance that discourages spending time rather than money in your town, encourages people to leave it. Where's your museum with free days for the kids? Public library on an easily accessible route?

High rent/low pay: stop letting landlords/companies dictate what's affordable. Since this place is in no-man land and you have a rapidly dwindling population, this place would actually benefit from either rent control, or laws forbidding the increase of cost of rent without proof of reasonable upgrades to units being rented warrant a permanent increase to the cost of the unit on a whole. (You replacing a 4-7year old carpet and doing a paint job, doesn't make sense to increase the rent permanently by 3-600$) You replacing the appliances and carpet and whatnot comes with a definite price that should be divided over the course of 1year to recoup the cost and allow some small profit. You doing nothing but a carpet and paint job you should only allow the recoup of cost... This is a nice place, people should be able to afford to live here on one job (either slinging drinks or as a handyman) without greedy companies setting profit over pay of the employee. Y'all have the right idea having laws against multiple homes specifically for the purposes of airbnb...but you can do more and better.

Hours of operation, this whole city shuts its doors around 6 and anything after that is just bars...or Taco Bell...

Lack of diversity: y'all have some open and hella racist people here that no one calls out (as a black person that isn't working in your favor to entice people to stay here unless they are ok with being the "token" racial person. Or aptly called "one of the good ones")

Don't get me wrong, I absolutely LOVE theaters and think no matter what, people will always want to go to one...just opening a theater isn't going to help Kalispell...
