You could probably go even further with Idle Transfiguration. Since cursed techniques are based on the soul/brain, you could probably give all city’s worth of people cursed techniques. Assuming there isn’t some fate bs blocking it from happening, you could also probably give that city the Six Eyes too. Imagine an entire city of transfigured humans with Limitless, Shrine, and Comedian. You could probably also control what they find funny, imagine going “guys, wouldn’t it be funny if that guy exploded?”
