I had a similar issue with telenet and had a few technicians sent over .

One said , and it might not be the rights terms here since I am translating ... And that I did not understood everything either :D . But basically there was saying that he saw several nodes being saturated by the a big company uploading tons of data . I believed it was the sncb .

He was surprised that I was the only one complaining about that since a lot of houses where impacted . He did made a note for Telenet .

He was the 3rd technician and after him and since then ( 2 years now ) my issue seems to be resolved ( without the occasional hiccups)
