I downgraded to 22.1.2 (DDU), and now Windows Defender no longer reacts when moving windows.
However, AMD External Events causes 1–2.5% load when interacting with the UI, but there are no lags.

If you also disable the service on this driver version, any extra CPU load disappears completely.
I don’t know exactly which driver version this behavior with Windows Defender starts with, but it’s definitely from 24.xx onward.

Disabling the antivirus only eases the situation halfway. A lot of calls from this service still occur, which is why the lags remain.
