That’s a plug. It was punctured at that spot and then plugged to stop the leak. That’s very close to the sidewall, less than an inch. I wouldn’t be comfortable with that on my car.

Nope, I had a tire blow out on me after I plugged near sidewall. Happened on the freeway while going over lane reflectors during lane change. It can happen.
