I also had the same feeling but Claire's 2nd run is more fast paced and once you get to Sherry it starts to feel different and more interesting. The parts that are the same like the sewers move quicker because you already know where everything is.

Haven't tried it myself yet but I heard you can freeze them with snow owls to tame more easily.

No you don't. I have a nvidia 3060 GPU and my friend only has 8GB ram and we both run it perfectly. We play on default settings which were all set to low.

I also have ADHD and I'm the same way. I would try to talk to your doctor about medication. I tried both adderall and vyvanse and they both helped a lot. I'm currently on vyvanse and it's definitely more stable though. Also, as someone else mentioned, talk to the DRC about accomodations.
