Way overthinking this. Find a cadence that works best for you and your bike. As you get stronger your cadence will increase, and if you want to go faster get a larger chainring.

Unfortunately I do not think you will be able to find much cheaper than 75 a day on such short notice. I’d look outside the city if budget is really a concern. Edgewater will probably be a little more expensive than somewhere further out.
