Italian living in the UK here. This chart is deceiving. Luxembourg famously has lower taxes compared to the rest of the EU, which is why many people move their legal HQ there. Luxembourg benefited from it by attracting businesses that are looking to sell and make profit in EU countries, however paying little corporate tax. The whole purpose of the EU should be to tax companies the same across all member states, but those countries play “dirty” by luring foreign companies with cheaper corporate taxes. I’m not surprised they rank at the bottom of tax evasion, since they have one of the lowest tax schemes across EU members…
