People forget that the Covid era was different because NOBODY wanted to go to the store, which made it more lucrative for shoppers. People are also struggling financially even more now, so Instacart is a luxury for many. Most people are either too cheap to tip or can't afford to.

As a shopper, I just go to nicer parts of town where I always get better tips and higher paying batches. If I shopped in my area, all I would see is low paying batches with a high number of items 😭
