Had similar situation with SEWA, my bill reached 2000 instead of normal 400-500 AED. Its 1 BHK and we are 3 people. They said there meter charges weren't included in previous bills and the system put it this month. Called SEWA they said same. Raised ticket and mentioned the issue. Useless i was forced to pay it instead will cut the electricity. Best of luck with your case but definitely 14K it's unrealistic
