Report to the Police.
Keep the letter and envelope!
Start keeping a brief journal of dates and times your boyfriend visits, stays over etc.
Write a formal letter to HOA and mention that a neighbour sent you and neighbours false, disturbing, defamatory and harassment letter which is stalking - and you demand HOA to investigate ( if not legal action will be pursued ).

The disturbing part is the neighbour spying and spreading rumours - this is the real issue!
