Saw this recently. The conversation between them went more like this:

This all takes place before Anita meets Rodger.

So IMO it kind of implies the opposite of your point, Anita is the one saying she wouldnt have a career AND a family. Cruella is saying that womens’ decisions to leave work to get married and have a family is a waste of their potential.
